If I recall it was the negative connotations that are now associated with that term.
This of course was during the 60's era of sketchy CIA stuff like the bay of pigs, Operation Northwoods and MK Ultra.

It's interesting to see the conspiracy theories that are still alive and kicking today. I certainly know at least one person who believes in every one of those. I'm curious if they are even more prevalent today due to the internet.
