It's about double nationalities. Turks keep their Turkish passport even though they are Dutch, German, Belgian etc etc. They keep being Turkish even though the generations are being born in Western Europe, as they are children of Turks they get the Turkish nationality. Hence they are voters that Erdogan wants to persuade to vote for him.

It's a fucked up system that discourages integration. Our Dutch PM already said we don't want any campaigning in NL stating safety concernc (see Rotterdam riots last year)

So they still get voters rights in Turkey even though they don't live there? Huh, okay.

It's a common thing, Dutch ppl living/working abroad can also sill vote fr Dutch parliament. Think it's the same for US nationals?

I'm not real sure. It would depend on citizenship, I suppose. If you're living abroad on a work visa, that's entirely different than being a naturalized citizen elsewhere. I was assuming you were referring to the latter.
