Even when these instances happen they still make excuses, they never learn.

The story that hit me most was a guy's daughter was murder by one, and he collected money to help migrants at the funeral! Insanity!

Are you saying she knew that she was going to be kidnapped and raped and she insisted on going anyway? Then yes, in that case you would be right. She may be wilful, in fact she probably is, but she did not enter this situation wilfully. She was duped into it.

It's terrible what happened to this woman, I would postulate that because of her age and what I've gleaned about her personality from the article there's a good chance she was extremely naive, especially for an adult. Of course, when most people think southern Italy they think "fancy vacation" and not "rape and torture" (unless Caligula is the first Italian that comes to mind).
