Sure, that has similarities and was the Russians, but they wanted to send a clear message, and did so in a way that got the desired results, with no fallout for them. I don't see any need for them to make a display of what is already well established. At this time, with political tensions that exist, I think it would have far more impact on foreign governments than local agents. I don't see this as lining up with Russias current goal of stabilizing their position.
