No, they aren't able to do that. Implanted chips are basically RFID tags. GPS needs a good amount of power and no one wants to replace the batteries of their implanted chip. In addition for GPS monitoring there would be a sender necessary, which needs power too and an antenna.

Having to carry payment cards and access cards can be cumbersome
