I was there back in 2015 and the earthquake recovery was still a painfully slow process. There was tons of construction. Chch has been hit with two major earthquakes and just can't seem to get a break. It's worth it to take a bus all the way out to the coast. There's a pier that stands way above the beach and juts way out into the ocean. It's really nice. I smoked a blunt out there.
