Utterly senseless. It has no pragmatic purpose. It is advertising- selling a glamorous lifestyle to recruits who might get to drive it, if they obey and work hard (forget the principles of community policing and possible conflicts with orders).

Pretty much. It won't be useful unless the criminal just gives up and pulls over. A few slams into that thing will likely cripple it.
