I filed a bug, it was acknowledged. I commented that I still have the notifications.
Edit: I've done all the clicking, reading, marking as read that everyone suggests. I have a notification that does not exist.

Also look at "MOD MAIL" ... sometimes you have one in there and don't realize it.
