You level up by making posts, comments and getting phuks for them (upvotes)
You can start making your own Subs at level 2. Just hang around a bit, post a few things to different subs and engage the community. you will be able to create the sub yourself rather quickly.

You level up by getting more upvotes. The restriction is there to prevent new users making subs straight away without knowing how the site works.
