No, they would never repeal the tax. Much of the CRV tax funds other initiatives besides reimbursing recycling centers for what they pay to recyclers. There is no set 1:1 reimbursement value, just a minimum per pound payout which is supposed to be approximately 1:1, but the recycling centers can cut the value significantly for many arbitrary reasons (cans too crushed, too much moisture, we don't want certain parts of the cans, etc) and give you shit return.
