There's a thing called national security.
Labs provide a means to create/devise antidotes. Biochem warfare agents are complex things. You can't run down the walmart to buy laboratory glass and all the electronics required for modern research.
If you don't have it on hand when you need it, you might as well surrender.
And actually, who cares? Does anyone really believe that any country attempting to be player on the world stage (or their likely targets) doesn't have those capabilities?

The existence of these biolabs has been repeatedly denied and denounced as conspiracy theory, but all of the sudden they are fully acknowledged to exist with claims they are to 'prevent bioweapons', not develop them.
If these labs were purely research for public health, why did they try so hard for years to cover up their existence?
