That is a retarded amount of money for a trash can that tells you when it's full. I am not any type of engineer, but a Raspberry Pi with a pressure sensor costs less than $100, and a high end trash can can't cost more than $500. It would take a little bit of research to find the perfect spot for the sensor, but not $20,000 worth.
Edit: After a bit of research, those concrete trash cans you find in cities and parks can cost between $500 and $800. But I think a big city could get one hell of a discount when ordering in bulk.
