Makes sense. Since it can tell the city when it's full, there's no need to waste fuel running trash routes for cans that don't need it. They can skip right over the empty ones.
That's my point of view on this. Attrition on the one hand, human malice on the other.
If someone has nothing better to do with their life than hack garbage cans, they deserve everything they get.

That is a retarded amount of money for a trash can that tells you when it's full. I am not any type of engineer, but a Raspberry Pi with a pressure sensor costs less than $100, and a high end trash can can't cost more than $500. It would take a little bit of research to find the perfect spot for the sensor, but not $20,000 worth.
Edit: After a bit of research, those concrete trash cans you find in cities and parks can cost between $500 and $800. But I think a big city could get one hell of a discount when ordering in bulk.

They could hire homeless people and assign each a route on which they report when cans are full. There are probably dozens of ways to get that task handled with little to no expense.
There's no need to add electronics to a trashcan.
This sort of thing should be used to dissuade people who want more government control over various sectors of the economy. This is what happens when you give unelected bureaucrats a large budget and little oversight.
