Shoot them in the face. If you can't shoot them in the face, try the back of the head. When you blow the cerebellum out they'll stop instantly and will also not be able to set any bombs off. You wanna hit the lower part of the brain so like aim for the front teeth or ear.
Also, if you have a gun on you it is a quicker response, getting shot while running to your car, not so good of an idea.
The politicians are mostly fake, or dumb. If you speak with a wide variety of security professionals their recommendation will be in general to arm almost everyone and they'll disagree on things like universal background checks and what not.
They may or may not have armor, any hit is nice but yeah face is optimal :)
