Yes, but for a national election there should be a uniform process/ruleset, states can do whatever they want locally concerning elections for their own jurisdictions.

Actually they can, the 14th amendment is a good example. In fact federal law, the supreme court, and budgetary processing are all ways the federal government forces states to do things.

Honestly if you want to improve national elections get rid of electoral binding and make the states switch to proportional electoral votes instead of winner take all.
This still has to get through the senate and there are a few clauses in it that will make the corporatists squirm, Joe Manchin isn't going for this.
