Yes, but for a national election there should be a uniform process/ruleset, states can do whatever they want locally concerning elections for their own jurisdictions.

Actually they can, the 14th amendment is a good example. In fact federal law, the supreme court, and budgetary processing are all ways the federal government forces states to do things.
