Witmer's abuses can be roughly summed up as mass unlawful incarceration. The Warden of a state-wide prison, in which nobody was charged, tried, or convicted. They're following your same logic. "The armed ones should be put down".
The real problem is that they've lost faith that the system will work appropriately (as evidenced by her forging ahead even after her measures being ruled unconstitutional), and so concluded they are the only ones that can reliably play Judge, Jury, and Executioner.
You can say whatever you want about the quarantine. It has been effective.

There are plenty of them on either side of any issue. The armed ones should be put down. Not a popular sentiment, but WTF? Kidnap a governor? Which lunatic thought up that stupidity? They're a danger to themselves and society.
