Market forces already push data centers to regions with renewable energy without any intervention from regulators.

Market forces push them to the cheapest, most resource-efficient energy sources. Away from the renewables.

You might want to go read up on this stuff before forming an opinion. There is a reason that data centers tend to be built near hydropower generating stations. For example, the total cost for power near a dam is something like $0.03 per KW/h. The price for the coal plant by my house is $0.17 per KW/h.
