You're probably right, but the fact that they are looking into it is encouraging. I am surprised it has taken this long since WW1 and WW2 to start thinking about the lasting effects of battlefields.

It would be nice in that regard, but unless you get everyone ton switch it is unlikely as they will be of lower quality/effectiveness and higher cost over conventional bullets.

Perhaps a biodegradable plant based plastic bullet casing? It would cost more and be more likely to jam, but total effective loss would be lower.

Bullet casings could work, maybe. The problem is the heat though I think.

Saying that, new materials are being created every day so I don't think it's outside the realm of possibility.

Well I don't think you could really put seeds in it without killing them. Would likely cause the plastic to melt which is the thing with jamming. There was a plastic cased projectile in the past though do they do esist.
