It would help if we could still go for a walk and look at the stars, but light pollution is ruining it in cities. Also there is no one who could give permission since orbit is unregulated except for weapons.

Light pollution is a definite problem, everywhere. And you're right, there is no one to ask, but I can imagine a future when this kind of stuff becomes commonplace. That's kind of a universal problem nowadays when it comes to many areas of science, like cloning, DNA manipulation, a hundred different areas. But there's no way we need another 'government' regulating it either. Sooner or later some comet will come along and get us all anyway, I suppose.
