I don't know that Reagan said what's attributed to him here, but snopes rates the Lewis quote as false. That sort of detracts from the weight of it, if we're talking quotes.
If I were to pick one of the two that was more accurate to what we see, I'd go with the Reagan quote.

That's why I linked to the snopes page and prefaced a statement with alledgedly.
I wasn't able to dig through and find the true author.
But while I would tend to agree. In this instance, I've never heard the Reagan quote before. But on multiple occasions throughout my life have heard the latter. Although I'm not certain if it was always fascism, though likely.

I believe that's up to interpretation.
The original quote reminded me of the one I posted, so i thought I'd share.
It's a striking difference from a president and (alledgedly) a Nobel prize winner.
