I think he means that the migrants should have guns because the 2nd amendment only prohibits the government's capacity to prohibit arms (doesn't say from who), and they would then be able to defend themselves from a government, as was intended by the 2nd amendment.

And since only citizens and those legally here have the legal right to work and earn income, they're likely to be the only one to be able to acquire firearms with legally non-stolen or fraudulently obtained money. Possession of items purchased with illegally obtained money is still a crime. Hence, only citizens are protected under the 2nd Amendment.
