Possession of items purchased with illegally obtained money is still a crime. Hence, only citizens are protected under the 2nd Amendment.

I think he means that the migrants should have guns because the 2nd amendment only prohibits the government's capacity to prohibit arms (doesn't say from who), and they would then be able to defend themselves from a government, as was intended by the 2nd amendment.
