At this point, I think perhaps it's better that they don't reunite them and that maybe the kid should just be given citizenship and adopted out to a foster family selected by high standards.

The reason they still have the child is because the mother was released, and disappeared, abandoning the child.
They would give the child back if they could find the runaway parents.
