That would only happen if we have world peace.. which would only occur either if humanity has matured enough to not be vindictive and power hungry and instead work with each other towards the common good and shared interests (lol) or we have a one-world government dystopia. I won't hold my breath. In the mean time, I'd love to see more North Korean nodes added to the network.
I think they could still be vindictive and power hungry in other areas, while agreeing to work together for mutual benefit in this one small area: oppressive governments versus citizens.
That's an unusual and scary scenario to consider, and they definitely do all agree on increasing state power over citizens--they just disagree about the methods and who should wield the new power.
A cartel with agreement here and hostilities elsewhere doesn't seem particularly stable, however. As the saying goes, there's no honor among thieves.
It would be amusing the Russian, NSA, Iranian, etc nodes starting sharing information to game the system rather than antagonizing each other.
