Biofuel- enormously expensive and can damage diesel engines.

Fuel cells- require the mass production of H which requires more energy than you ever get out.

I'm sure they take the cheapest option = fossil fuels at present. If somehow they were to succeed, they would make that option far more expensive - and then they'd still choose the cheapest option available. Perhaps they'd rather have fish than cheap fuel.
