It is my understanding that part of the problem with the waste in Asia is they claim they will recycle the plastic, but instead they are dumping it into open landfills. The plastic blows all over the place and eventually ends up in the rivers > oceans.

If Vancouver really wanted to help they should go clean up the rivers in China, Africa and South Asian countries. The countries which are actually putting all the plastic in the oceans. This is virtue signaling.
It is worth noting, that Western countries do pay countries to take their waste where it is not always properly disposed of or recycled. Although some of these countries have increased what they charge to take on the waste. Hopefully this will encourage Western countries to responsibly deal with the waste in their own countries, instead of shipping it overseas for disposal.
