It is my understanding that part of the problem with the waste in Asia is they claim they will recycle the plastic, but instead they are dumping it into open landfills. The plastic blows all over the place and eventually ends up in the rivers > oceans.

China stopped taking western plastic waste entirely. Various other Asian countries stepped up their imports, but largely ran out of space to store the waste.
