EDIT: Regardless, I didn't reply to debate the effects of fluoride in drinking water. It's bad, I agree. But it's not the "turning frogs gay" conspiracy which was the comment I was correcting originally.

As far as I know, ions in solution dissociate. Your distinction between sodium fluoride and calcium fluoride in drinking water makes no sense to me.
