No, you've got it backwards. The refugees that we intentionally bring in stay here. They don't try to go south.
Illegals get into Canada through the US because the US is much easier to get into.
Recently many have been using BS refugee or asylum applications to get into the US. They eventually get rejected by the US system, but by then the immigrant has already moved to a sanctuary, or run the border into Canada.
Getting into the US, if you don't care about laws, or are willing to manipulate them, is very simple and is big business.
