Not really. It's a site designed by programmers. One of the first things a programmer learns is that numbers start at 0, not 1. To non-programmers 0 represents nothing, so it is generally disregarded. But from a programming perspective it is just as valid a position as any other value, so skipping it could be wasted space.
It also works like a secret handshake among programmers. Any time you see someone start a count with 0, you know they are a part of the geek club.

what if instead we start at the ground level, man, and instead of a circled number on your user page, there's a graphic of a building, man, and every level you get, the building gets another story, man. you could, like, have a couple badge achievements along the way like at level 2 you have a quaint house badge, at level 50, its like a skyscraper badge and, like, at level 126,000,000 you get a doge badge for getting your building to the moon, man.
