(Almost all Coastal municipalities have a designated nude beach and we do not have private beaches on the Dutch coast) I don't precisely know what the law is on being filmed without consent in NL, but i have no doubt you would atleast get some very negative reactions from people when you would start to film strangers on a Dutch nude beach.
