Honestly, I'm the last person you should ask. I figured out enough basic html to make a page of links for my simulation results, but that's all it is: a bare page of links. CSS may as well be a chemical formula. Neither mean much to me beyond letters and numbers.

I agree, without fulltime professionals the css will go to waste and scare away users
