It really is. Those countries/islands are all in a permanent state of limbo. No one politically even talks about those territories anymore and what to do with them. I can't remember the last time I heard a peep about PR becoming a state, been at least 5 years.

To grab a nice credo from your countries young history: "No taxation without representation"; they are subject to US federal law, US policies, pay federal taxes and use the USD as currency, so its only natural they should have representation.
