Pretty sure you don't carry around stuff to light yourself on fire to 1600 Pennsylvania Avenue because you don't have a protest motive against the government in some way. For starters, it's not the safest area to walk, oddly enough. Second, the park right in front doesn't really get attention. Third, the library of congress (only a few minutes walk away) just don't pack the same zing. And finally, the National Gallery of Art's most controversial exhibition right now is the Pre-Raphaelites so it's probably not getting a lot of attention.
