My gut instinct is "maybe this is a good thing", but then I start getting worried:

Regulators would determine whether a game is targeted at minors ... Subject matter and the game’s visual content would help regulators determine who the game is marketed toward.

And it says the FTC will enforce this. I can see a few possible outcomes:

  • Very strict "no game sales to minors" would have to be enforced on all platforms. Possibly think Real ID online to validation on steam and mobile stores.
  • All games may have to go through a government approval process?
  • WTF is the subjective determination of a game is marketed towards children? Characters are cartoony?
  • Import/Export restrictions on games made outside the US that have online distribution

While I do think loot boxes and microtransactions need to die a horrible death, over regulation is never a good thing
