The scope of the investigations you are comparing are entirely different. The Mueller investigation did expose a metric ton of old covered up corruption. Apparently there wasn't enough current corruption to meet the threshold to indict the president himself. Still a positive that it got assholes like Manafort locked up for past crimes though. If only all of the protected rich class had powerful enemies willing to ensure justice was meted out fairly.
