An across the board giveaway like this basically just shifts the window of what a dollar is worth slightly. Another ironic part is that those funds are guaranteed to accumulate towards the richest 1%. So basically its effects would be; making rich people richer, and slightly skewing the USD downward in value in comparison to the USA's trading partners. It would not lift anyone out of poverty.
