Game theory. If they had evidence that our president was a Russian puppet they'd HAVE to release it to get him out of office to mitigate the damage. But since they (obviously) have nothing, they benefit from the ambiguity the unknown provides. MSM can go on and on about "Russia's attempts to influence our election" to repeat the same lie over and over and get it to stick in people's heads, regardless of proof.
Mueller is stuck. He has nothing but doesn't want to be known as the Special Counsel who spent millions of dollars and wasted two-plus years.
