it takes away a hardball tactic so cops cant shakedown criminals they can't easily charge and helps keep illegally acquired stuff in the hands of criminals but, on the other hand, it prevents the sad stories of cops shaking down innocent people who have no recourse. it is a bit sticky but i'm happier to have it.
Seems like an excellent change on the face of it. As someone who thinks you should be careful about unintended consequences while making changes along these kinds of lines, I would personally want to look at what those consequences might be first - but it would have to be something incredibly major to make me think it was a bad idea to implement the kind of changes they're talking about here.
The improvement to liberty overall, and reinforced protections that are enumerated in the fourth are big step in the right direction - individual liberty.
