It has proven time and time again since the Roman empire to be an effective tactic for gaining power.

If used in moderation and kept relative to the domain in which the promises/demands of the people can be fulfilled it can be beneficial.

Where populists go wrong is when they fulfill promises without actually understanding the ramifications, a good example would be the fall of the Roman Republic
