It was shitty business practices and the disinterest of American buyers that sent Harley packing.
The American consumer is the one that rejected them.

My bike has double the HP of a Harley 1600, at half the engine size and less then half the bike weight.
Harley failed to keep up with the competition, and has been coasting on it's name for a long time. Americans are sick of it, but over-seas it's still seen as a style/image booster.

The tariffs may have sped up the move, but they were already on the way.
