i find it kinda funny how much it has been pushed that MAD rules apply to north korea. if all of north korea's nukes were used, it would be nothing compared to cold war era testing's global impact. i can't imagine the US using a thousand nukes or any to keep moral high ground for reunification. duterte just (reasonably) doesn't want an east asian precedent set that the US can overthrow rulers. south korean opinions are all that really matter though since they will bear the brunt of a war.
