How would they downvote? They could make a million accounts, they still can not downvote anything unless the upvote.

Oh, yeah. I have misread your original post. Still, I don't see much use to it, just upvoting a few random posts or comments and I can go on downvoting stuff

If you can't see the problem with a vote deficit, then I think you're not trying.
If you can't see the problem with unchecked vote manipulation, then I know you're messing with me.
I'd be surprised if I actually need to tell you this, but there is nothing you can ever do that someone can't find a way around. The trick is to make the effort high enough that it is either not worth it, or the results are too slow to be significant.
