if you set a barrier and someone overcomes it, it means incentive worked. I guess my question is: if you could give someone a Tshirt in dollars, for say 25 bucks as the site shows, how much mining is that worth?

Someone has to pay. And I prefer it to be merch and mining.

Similar sites got silicon valley style offerings and then went downwards.

The merch and mining is just to give a few cents to have one nice site of this type anymore. You don't have to, but if you want to it's open to you.

so if a consumer donated actual cash, like visa or master card, couldn't that translate into much more for the site by buying a tshirt or two? it was 550 mined for the year in the report... if one user does like 600 and another donates 50 bucks visa... well... makes sense, no?

At the time it was mined, those 1.4 XMR were worth around $150, most of the gain was product of the rise in monero's price.

Sure, because most of the cost would go for paying for the shirts.

It is mostly because of the course change, but donate with your power bill if you prefer that.
