Private ownership and leasing of cannons was common for the revolutionary war. Those militias didn't suddenly destroy their cannons after the war was won, in fact many of them stuck around for another hundred years or so until the National Guard was created.

And privateers! So clearly warships were allowed "from the very beginning."

I personally plan to acquire a couple Arleigh Burke class AEGIS guided missile destroyers and at least one Ticonderoga class cruiser once they are up for sale as surplus in order to launch my flotilla.
