I'm 100% sure they're just going to go back on all this "less fanservicey" stuff by the game's one year anniversary, and release the same kind of hyper-skimpy DLC costumes that the previous installment had. Even if the boobs aren't as big.
I don't think it's "SJWs" though. Everything about this game, from it's story to screams "I'm trying to get the franchise taken more seriously" and as much as you may not like it, SJWs weren't the only people who didn't take the game seriously due to it's reputation as a booby game. Esports is another possibility, as I don't think the previous DOAs had much of a chance of ever airing on normal TV like Street Fighter (and even then, official SF tournaments enforce bans on some costumes.)
I think a more rational thing to do would be to not completely remove fanservice, but still tone it down to levels that are more normal for fighting games. Honestly what they're doing here seems like they're so averse to fanservice that DOA6 will become one of the least fanservicey games in the genre.
