Yes there are a few restrictions in how quickly new accounts can post.
That restriction gets dropped after the account ages a bit.

I was looking for an explanation of it, but I'm not sure where it is.
Once you gain some upvotes you gain 'levels'. After the first couple, all temporary restrictions to the account are removed.
