Pennsylvania is one such place. There's no school on the Monday after Thanksgiving as that's traditionally the first day of deer season (rifle). This was the first year it actually started on a Saturday, but the tradition has still stuck. Even colleges don't typically have classes on that Monday. Everybody would be trying to get out of it anyway, so it's just not worth the trouble of trying to enforce it.
