Looks like he didn't stop for the cops earlier, closer to the location of his horrible crime. I don't think the post has much to do with gender, just police dysfunction.
Edit: Reading the dailymail article, the police allege he had drugs in his bag.

I think he's been charged with distributing or possession or something, so it's probably a good bust.
